JAKARTA, GRES.NEWS – Minister of Communications and Informatics, Rudiantara, blocks Telegram instant messaging service. The ministry has asked the internet service provider (ISP) to cut off the access to 11 domain name system (DNS) that belong to Telegram starting from today.
The 11 DNS that belong to Telegram consists of t.me, telegram.me, telegram.org, core.telegram.org, desktop.telegram.org, macos.telegram.org, web.telegram.org, venus.web.telegram.org, luto.web.telegram.org, flora.web.telegram.org, and flora-1.web.telegram.org.
From now on, Telegram can’t be accessed via computer (desktop version).
According to the Communications and Informatics Minister, they have to make the decision as there are many Telegram channels that contain propaganda about radicalism, terrorism, hate speech, tutorials to make a bomb, tutorials to start an assault, disturbing images, and many others that are against to the laws and regulations in Indonesia.
"We found 17,000 pages in Telegram that contain terrorism, radicalism, tutorials to make a bomb, and many others. So, we have to block it because we’re anti-radicalism," Rudiantara said on Friday (14/7).
Based on the findings, Rudiantara claimed he has told the Indonesian Military (TNI) Commander Gator Nurmantyo, National Police (Polri) Chief Tito Karnavian, and the Presidential Staff Head Teten Masduki, to block Telegram as soon as possible.
"After having communication with Mr. Gatot (TNI Commander) Mr. Police Chief, Mr. Teten, we will block it tomorrow," Rudiantara said at Hotel Aryaduta, Jakarta.
Director General of Informatics Application, Semuel A. Pangerapan, claimed he’s preparing to block Telegram app in Indonesia if Telegram doesn’t have any Standard Operating Procedure (SOP) in handling contents that violate the law in their app.
He asserts that the decision was made to maintain the unity of the Republic of Indonesia. Further, Semuel explained that Telegram app could threaten the state security because they don’t have any SOP in handling terrorism cases.
He asserts that the Communications and Informatics Minister always coordinates with the other state institutions and law enforcers in blocking contents that violate the laws and regulations in Indonesia based on Article 40 Law No.19/2016 on the amendment of Law No.11/2008 on Electronic Information and Transactions (ITE Law).
Responding to the issue, creator of Telegram Pavel Durov questioned the ministry’s decision. He claims that the ministry never warns and coordinates about the decision to block Telegram.
"If Google has a representative office in Singapore, Twitter has one in Indonesia. Meanwhile, the communication with Telegram must be done through their web service. They protest us for blocking their app without warning them," Minister Rudiantara explained. (dtc/rm)
