Founder of Telegram Apologizes for Slow Response

JAKARTA, GRES.NEWS – Pavel Durov, founder of Telegram messaging app apologizes and admits his mistake related to Telegram that contains dangerous contents, one of them is connected to terrorism and made the government had to block the program.

Durov has just delivered a statement that clarifies about the miscommunication between him and the government. He admits that the Ministry of Communications and Informatics had contacted their team, but they responded slowly.

He feels unfortunate with their slow response to Indonesian government’s request to close the existing terrorism channels in Telegram. He also claims that his team didn’t report about the request from the Communications and Informatics Ministry to him directly.

"Unfortunately, I didn’t realize about the request that causes a miscommunication with the ministry," he said through Durov’s official channel in Telegram, Sunday (16/7).

Durov claimed there are many channels connected to terrorism in Telegram channels. However, Durov stated that he has blocked thousands of ISIS public channel and publicized the list in @isiswatch. "We keep working to be more efficient in preventing terrorist’s propaganda, and always open to ideas about how to make the prevention effort better," he said.

To solve the issue, and stop Telegram from being blocked by the government, Durov offered three solutions to the Indonesian government. First, blocking all channels that are connected to terrorism that was reported by the Communications and Informatics Ministry.

Second, send an e-mail to the Communications and Informatics Minister to make a new channel for their communication that could encourage Telegram to work more efficiently in identifying and preventing terrorists’ propaganda in the future.

Third, forming a moderator team that dedicates to the knowledge of Indonesian language and culture to make the process of reporting channels connected to terrorism faster and more accurate.

"I’ve sent an e-mail to the Communications and Informatics Ministry to offer three solutions and get their response. I believe that we can stop terrorists’ propaganda efficiently without disturbing a million users of Telegram in Indonesia," Durov said.

"I will keep updating the channel about how Telegram will develop in Indonesia and globally," he said at the end of his written statement.

Previously, Communications and Informatics Minister Rudiantara said they have contacted Telegram for several times. However, they don’t receive any response and decide to block Telegram for the state security.

In blocking Telegram, Rudiantara claimed he coordinates with the National Military (TNI) Commander Gatot Nurmantyo, National Police (Polri) Chief Tito Karnavian, and Head of the Presidential Staff Teten Masduki. The minister also coordinated with the National Counterterrorism Agency (BNPT).

"If Google has its representative office in Singapore, Twitter has one in Indonesia. Meanwhile, the communication with Telegram must be done through their web service. They protested us for not telling them about the decision to block Telegram. Despite this, the Communications and Informatics Ministry has contacted Telegram for several times," said the Minister.

The request from the Indonesian government is clearly reasonable as the Minister said he found 17,000 channels connected to terrorism and radicalism in Telegram.

"Some of them asked to make a bomb, and join with terrorists’ organization," Rudiantara said while he also stated that the government only blocked the desktop version of Telegram, and they haven’t blocked Telegram app. (dtc/mag)
